The Three Questions Every CFO Asks
In every board-level AI investment review we have supported, three questions consistently determine whether the proposal succeeds or fails. These are not trick questions. They reflect the legitimate financial discipline that large capital programs require.
- How did you validate these benefit projections? Are they based on our own pilot data, on comparable organizations with verified outcomes, or on vendor estimates?
- What is your total cost of ownership model, and what assumptions are driving the numbers? What have you excluded, and why?
- What is the downside scenario? If this program delivers 50% of projected benefits, what is the financial outcome and when do we make the decision to adjust course?
- What is the incremental investment required at each stage, and what are the exit criteria that would allow us to stop before committing to the full program?
- How does this compare to other capital allocation priorities? What is the opportunity cost of this investment versus the alternatives?
The most important preparation you can do before a board AI investment review is to have honest, defensible answers to all five of these questions. If you cannot answer them, the board will find that out during the meeting, and the result will be a delay rather than an approval.
Building a Credible Benefit Methodology
The benefits section of your AI roadmap is where most programs fail the credibility test. The solution is not to project smaller numbers — it is to build a methodology that can withstand scrutiny.
The credibility stack for AI benefit projections, from least to most credible, runs as follows: vendor claims with no context (worthless), industry analyst projections (weak), case studies from comparable organizations (moderate), your own pilot data from a controlled test (strong), your own production data from a live deployment (definitive).
For a first AI investment, you will typically be working with industry benchmarks and possibly your own proof-of-concept data. The key is to be explicit about the assumptions you are making, to show the range of outcomes rather than a single number, and to commit to measuring actual production outcomes against your projections so that the organization can learn and calibrate over time.
The specific methodology we use for benefit projections in regulated industries is a bottom-up calculation for each use case: identify the specific business process being improved, measure its current cost or output, apply a conservative estimate of the improvement rate based on comparable deployments, and then apply a realization discount of 30 to 40% to account for adoption friction and implementation risk. The resulting number is lower than what vendors claim and what you might hope for, but it is the kind of number that survives a finance committee review.
The Governance Framework Boards Want to See
Every board-level AI investment review in a regulated industry will include questions about risk and governance. The organizations that handle these questions well come prepared with a governance framework that demonstrates they have thought seriously about AI risk, not just AI opportunity.
The minimum governance content that should appear in a board AI investment proposal includes: a risk classification framework that categorizes each use case by risk level, a model oversight structure that defines who is accountable for each production model, a compliance approach for relevant regulations (EU AI Act, sector-specific requirements), and a clear statement of what AI decisions your organization will and will not automate without human oversight.
A board that hears a well-structured AI governance narrative in the investment proposal is far more likely to approve the investment than one that has to ask all the governance questions and discover the answers have not been worked out yet. Governance is not a constraint on AI investment. For a sophisticated board, it is a prerequisite for AI investment.
