Meanwhile the AI program falls three weeks behind production schedule after every meeting.

This is not an argument against AI project governance. Governance is essential. It is an argument for replacing the performative oversight structures that most enterprises copy from their traditional IT governance playbook with governance structures actually designed for AI program realities: uncertain timelines, cross-functional data dependencies, high-stakes risk decisions, and the need for rapid escalation when production blockers emerge.

Before designing the governance structure, recognize the four failure modes that afflict most AI program committees. Each produces predictable downstream damage that teams attribute to AI complexity when the real cause is governance design.

The committee is staffed with people who should be informed, not people who need to decide. Senior executives who do not have direct ownership of blockers attend because of hierarchy rather than accountability. Monthly steering committees are appropriate for programs with long decision horizons. AI programs in active development need governance structures that resolve blockers in days, not weeks.

Most steering committee agendas are 80 percent status update and 20 percent exception handling. This ratio should be reversed. Status information should be delivered asynchronously before the meeting. The rapid escalation path is the mechanism most governance frameworks omit. When a critical blocker emerges that will delay production if not resolved within 48 hours, a bi-weekly meeting schedule creates a multi-week gap. Pre-Defining Decision Rights

The committee governance model fails most consistently when it becomes the default escalation point for decisions that should be pre-delegated. Meeting Design: Stop the Status Theater

The single most impactful change to AI steering committee effectiveness is the elimination of live status updates from meeting time. All status information is delivered in a one-page written brief circulated 48 hours before the meeting. The brief contains: production milestone status (green/amber/red), current sprint completions, blockers and their escalation status, risks with severity ratings, and the decision agenda for the meeting.

Committee members read the brief before the meeting. The meeting opens directly with the decision agenda. No status updates. No deck presentation. No questions that could have been answered by reading the brief. Every minute of meeting time is spent on decisions that require the committee's collective authority.

This format typically reduces a 90-minute steering committee to 45 minutes while increasing the quality of decisions made per meeting. The preparation burden on the Program Lead also decreases: a one-page brief is faster to produce than a 20-slide deck, and it forces the clarity that separates essential program information from noise.

Phase Gate Design for AI Programs

Unlike traditional software projects, AI programs require phase gates at non-standard decision points. The technical and business risks at each gate are different, and the committee's authority to approve passage must match those risks.

Phase gates should occur at: completion of use case requirements and data availability confirmation (Gate 1: authorize full data access and engineering resource allocation), completion of initial model development and baseline performance benchmarks (Gate 2: authorize shadow mode deployment), shadow mode completion with validated business metrics (Gate 3: authorize limited production deployment), limited production with live performance monitoring (Gate 4: authorize full production rollout). At each gate, the committee confirms that the stage-gate criteria defined at program initiation have been met before authorizing the next phase.

The criteria at each gate must be pre-defined and measurable. "The model performs adequately" is not a gate criterion. "The model achieves a recall rate above 91 percent on the holdout test set, with a false positive rate below 2.4 percent, validated by the Risk team's independent evaluation" is a gate criterion. Pre-definition prevents the renegotiation that typically delays production by 4 to 8 weeks as committees debate whether good-enough is good enough.

Reporting and Metrics the Steering Committee Should Actually Track

Steering committees are often handed metrics that measure activity rather than outcomes. Models trained, sprints completed, team utilization rates. These tell the committee nothing about whether the program is on track to deliver production value.

Track six metrics only. Production milestone adherence: are you on schedule for the phase gates defined at program initiation? If not, what is the revised timeline and what is the root cause of the deviation? Blocker resolution time: how many days does it take to resolve an identified critical blocker? Anything above five working days in active development phases indicates a governance design problem. Data availability status: percentage of required training and inference data that is available, properly labeled, and accessible. Model performance trajectory: is the model's performance trend on the validation set improving, stable, or degrading? Business stakeholder engagement: are business domain experts participating in model validation and requirements refinement at the agreed frequency? Governance compliance: have all regulatory and risk requirements been documented and confirmed for this use case?

These six metrics fit on a single page. They tell the committee whether the program is healthy. Everything else is operational detail that belongs in the program management system, not the steering committee brief.

Connecting to Broader AI Governance

Program-level governance for individual AI use cases does not replace the need for enterprise-level AI governance. The two operate at different levels. Program governance manages delivery and accountability for a specific AI system. Enterprise governance manages risk classification, model lifecycle standards, regulatory compliance, and portfolio oversight across all AI systems.

The steering committee structure described here should operate within the policy framework established by enterprise AI governance.
